04 trade environment: normal operation of protectionism
Economic globalization is an irresistible trend of world economic development in this century, but industrial competition will be more and more intense, and there will be more and more restrictive measures in trade. The new economy with IT industry as the "leader" can really promote the growth of the world economy only if it is effectively combined with traditional industries.
——Sun Huaibin, vice president of China Textile Industry Federation
In the new century, with the continuous development of economic globalization, a new round of scientific and technological revolution and industrial reform has played a new movement of world connectivity, and the sharing of global interests and responsibilities has been further deepened. Among them, the shadow of trade protectionism runs through the textile foreign trade.
Trade protection runs through the whole process
From the situation of trade protection measures, it can be roughly divided into two categories: policy and technical. Policy trade protection measures are mainly two anti-dumping and one protection (anti-dumping, countervailing and special safeguard measures). Technical trade protection measures are mostly concentrated in developed economies such as the United States, Japan, the European Union and Canada. Developed economies have sound standard systems and testing institutions. In order to prevent the impact of China's textiles and clothing on its market, a number of new regulations have been issued and updated, such as reach regulations, prohibition of azo dyes, textile ecological label standards, oekotex100 certification standards, etc.
Since 2001, there have been a total of 1926 trade remedy cases against China, of which the textile industry ranks fourth in the industry involved, with 175 cases involved, accounting for 9.1% of the total investigation. It can be seen that for a long time, China's textile industry has been the hardest hit area by trade relief investigation. Among the global trade remedy cases against China's textile industry, there were 85 anti-dumping cases, accounting for 48.57%, 3 countervailing cases, accounting for 1.71%, 30 safeguard measures, accounting for 17.14%, and 57 special safeguard measures, accounting for 32.57%. The international trade protection of China's textile and garment exports by various countries and regions has become more and more normal.
The industry has accelerated into the era of digital economy
Over the years, China's textile industry has continuously strengthened the digital development and transformation of traditional industries, and continuously improved the digital and intelligent transformation of the whole industrial chain manufacturing system from fiber material production, textile dyeing and finishing processing to terminal product manufacturing. In the context of digital economy, the industry is breaking the restrictions of time, space and region. According to the data of China's Ministry of Commerce, in 2020, China's cross-border e-commerce import and export volume increased by 10 times compared with 2015; The proportion of textile and garment products in the national rural online retail sales reached 28.4%, ranking first. The e-commerce transaction volume of China's textile and garment professional market reached 1.55 trillion yuan. Taking Keqiao District of Shaoxing City as an example, as the world's largest textile trade cluster and printing and dyeing processing cluster, Keqiao has cultivated more than 1400 cross-border e-commerce enterprises by the end of 2020.
Driven by the new round of scientific and technological revolution and industrial reform, the factor resources and power system of global industrial development are changing in trend, and a new economy with digital as the core is taking shape.
Conclusion: at present, the textile industry is facing great changes that have not been seen in a century. Geopolitical risks, economic and trade risks, social and cultural risks, scientific and technological innovation risks, data network risks and resource ecological risks are superimposed, which continue to affect the layout of the global industrial chain. Facing the unprecedented complex situation and based on the strength of a powerful textile country, China's textile industry should firmly promote high-quality development and have the confidence to occupy an advantageous position in the international industrial chain and supply chain, accurately grasp the adjustment opportunity of the international textile industry pattern, deeply integrate into China's "double cycle" new development pattern, constantly strengthen the advantages of the manufacturing system and solve the industrial chain The short board of the supply chain can effectively solve the risks and difficulties brought by the adjustment of the international industrial pattern, open up a new situation in the new pattern and contribute new achievements to the new pattern.
