On April 25, the Ministry of Commerce, the General Administration of customs and the State Administration of Market Supervision issued a notice on Further Strengthening the export quality supervision of anti epidemic materials, calling for strengthening the export quality supervision of non-medical masks. As of April 26, the exported non-medical masks shall meet the quality standards of China or foreign countries.

In the special period of global epidemic, in order to more effectively support the international community to cope with the global public health crisis, we hereby announce the following measures to further strengthen the quality supervision of epidemic prevention materials and regulate the export order:

1、 Strengthen the export quality supervision of non-medical masks. As of April 26, the exported non-medical masks shall meet the quality standards of China or foreign countries.

The Ministry of Commerce confirms the list of non-medical mask manufacturers that have obtained foreign standard certification or registration (dynamic update of the website of China Chamber of Commerce for the import and export of medical and health products, www.cccmhpie. Org. CN), the market supervision administration provides the list of non-medical mask quality unqualified products and enterprises investigated and punished in the domestic market (dynamic update of the website of the market supervision administration, www.samr. Gov.cn), and the non-medical mask export enterprises declare customs The electronic or written joint statement of the exporter and the importer (refer to Annex 1) shall be submitted to confirm that the products meet the quality standards of China or foreign countries. The importer accepts the quality standards of the purchased products and is not used for medical purposes. The customs shall carry out inspection and release on the basis of the list of enterprises provided by the Ministry of Commerce. The customs shall accept the declaration and release on the basis of the list of enterprises not provided by the General Administration of market supervision.

For the purchase contract signed before April 26, the electronic or written joint declaration of the exporter and the importer shall be submitted when the export declaration is made (refer to Annex 1).

2、 We will further standardize the export order of medical materials. Since April 26th, novel coronavirus reagents, medical masks, medical protective clothing, respirators and infrared thermometers have been obtained by the products. They must submit written statements when referring to customs (refer to Annex 2). The products are in compliance with the import country (region) quality standards and safety requirements, and the customs will be certified or registered by foreign ministry according to the Ministry of Commerce. Inspection and release of the list of manufacturing enterprises (dynamic update of the website of China Chamber of Commerce for import and export of medical and health products www.cccmhpie.org.cn).

1. Since April 26, when exporting non-medical masks, the products shall meet the quality standards of China or foreign countries, and the production and sales unit shall fill in the name and code of the actual production of masks.

2. When a single window and Internet plus customs declare the export of non medical masks, the company will play a notice when declaring the customs declaration. The content is "whether the non medical masks declared for export conform to the foreign standards." And add a button with the name of yes / No. Please declare according to the actual situation.

E.g. "no" shall be selected when reminding whether the non-medical masks declared for export meet the foreign standards if they meet both Chinese and foreign standards. (in fact, it is also a kind of protection to declare to the Chinese customs with Chinese standards)

The Announcement No. 12, issued by the three ministries and commissions on Saturday evening, is the most stringent measure for the export of anti epidemic materials based on masks! So far, it is very likely that some enterprises have already exported their products at the port, and the difficulty of exporting masks has been aggravated again!
